3. Secure Tarnów

Due to its proximity to the Ukrainian border, Tarnów is a key transport hub on the East-West axis. The current geopolitical situation elevates the risk of transit-related crises and extraordinary emergency threats. The city hosts critical infrastructure, notably the Grupa Azoty chemical plant, alongside numerous heritage sites and venues for patriotic and religious commemorations. Additional challenges are posed by natural threats, such as flooding and the rising occurrence of severe weather conditions. Addressing these risks requires a robust monitoring system, seamless communication between emergency services, and advanced early warning tools for residents.

While the Municipal Guard currently operates 43 cameras, the existing technology is obsolete, resulting in sub-standard image resolution that hinders the effective identification of individuals. Poor performance, frequent system downtime, and limited analytical capabilities hinder rapid response to emerging threats. Each year, the Municipal Guard receives over 12,000 reports, and the Police utilise monitoring footage more than 300 times; this clearly demonstrates an urgent need to modernise the system.

There is also a pressing need to reinforce the communication system between emergency services, including the Municipal Guard, Police, Ambulance Service, and Fire Brigade. A lack of full synchronisation and modern digital solutions can delay critical response times during emergencies. Tarnów requires a modern, encrypted digital communication system to ensure secure and reliable coordination between emergency services.

Equally important is the modernisation of the public warning and alerting system for residents. Current solutions are prone to failure and cannot guarantee the rapid transmission of alerts regarding floods, storms, or chemical incidents. A modern system should integrate alarm sirens with digital channels—such as SMS notifications, e-mails, and mobile apps—enabling the immediate alerting of residents and relevant emergency services.

The project aims to improve city security through a total overhaul of the surveillance network. This involves deploying high-resolution cameras with advanced night-vision, modernising the infrastructure for real-time monitoring, and integrating Artificial Intelligence to automatically identify incidents like physical altercations and robberies. The project also includes developing a concept for a digital radio communication system for emergency services and creating a modern, multi-channel public warning system for residents. The total cost of the initiative amounts to 500,000.00 PLN and is 100% subsidised.
