5. A Brighter, More Efficient Tarnów

Tarnów is facing the challenge of obsolete lighting infrastructure, which results in high maintenance costs, excessive energy consumption, and a reduced level of public safety for its residents. Tymczasem oświetlenie miejskie odgrywa kluczową rolę w poprawie widoczności na drogach, ograniczaniu ryzyka wypadków oraz zwiększaniu komfortu poruszania się po zmroku – szczególnie w przypadku dzieci i osób starszych. Residents have repeatedly voiced the need for new street lighting, while key recreational areas such as Strzelecki Park and the Jordan Garden are in urgent need of modernisation.

In parallel, the low energy efficiency of public buildings remains a significant challenge. Rapidly evolving energy-saving regulations mean that many facilities—even those previously thermomodernised—no longer meet current standards. The lack of a cohesive energy management strategy hinders cost optimisation and the reduction of CO₂ emissions. In the context of upcoming zero-emission mandates for public buildings, it is essential to conduct detailed energy audits to determine the scope of necessary upgrades, their associated costs, and projected savings.

The objective is to comprehensively improve the city’s energy efficiency by modernising lighting infrastructure and establishing a thermomodernisation strategy for public buildings. The plan includes the installation of new lighting on three residential streets—Zaremby, Olgi Boznańskiej, and Zamknięta—and at a pedestrian crossing, as well as replacing existing fixtures with energy-efficient LED lamps. The use of modern technology will significantly reduce energy consumption, allow for light intensity to be adjusted to actual needs, and lower greenhouse gas emissions.

The modernisation will yield tangible benefits: it will improve the safety of pedestrians and drivers, lower infrastructure maintenance costs, and strengthen the city’s ecological performance. In the long term, lower energy bills will allow the saved funds to be reinvested into further development projects, supporting sustainable development goals and enhancing the quality of life for residents.

The total value of this action is 1,991,979.05 PLN and is fully covered by grant funding.
