6. Emerging Trends in Urban Mobility

Tarnów is facing a dynamic increase in the number of vehicles on its roads, leading to traffic congestion, deteriorating air quality, and a growing demand for sustainable transport solutions. At the same time, the city—which has the oldest demographic structure in the Małopolska region—is struggling with the limited mobility of seniors and people with disabilities, increasing their risk of social exclusion.

The objective is to enhance urban mobility, increase environmental awareness among residents, and ensure accessible transport for groups at risk of exclusion. The project will feature events promoting the use of public transport, cycling, and walking. Popularising alternative modes of transport will help reduce traffic congestion, lower emissions, and improve the health and well-being of the community. These efforts will be supported by modern technologies, such as Intelligent Transport Systems (ITS) and mobile applications, which will facilitate trip planning and improve the overall quality of public transport.

Over half of Tarnów’s residents never or very rarely use a bicycle as a mode of transport, which highlights the scale of the challenge regarding the change of commuting habits. Promotional and educational activities will be targeted at all age groups to ensure that the development of public transport and eco-friendly mobility becomes universal and long-term.

A key component of the project is the ‘TAXI HELP’ initiative, which involves the procurement of a Plug-in Hybrid Electric Vehicle (PHEV) to provide transport services for seniors and people with disabilities. The vehicle will be operated to maximise electric-mode driving, thereby reducing emissions and aligning with sustainable development principles. The services will include transport to medical appointments, rehabilitation, public offices, or churches, as well as assistance with the delivery of groceries and medication. This initiative strengthens the city’s social inclusion policy and serves as a model of best practice for other local governments.

The implementation of this action will contribute to improving resident mobility, fostering social integration, and developing eco-friendly transport in Tarnów. The total value of this initiative is 950,000.00 PLN and is fully covered by grant funding.
