7. Lwowska Street: Boundless Mobility

Tarnów is struggling with the low functionality of the transport system along National Road 73—Lwowska Street—one of the city’s main arterial routes. This road handles both local and transit traffic, with an average traffic volume exceeding 20,000 vehicles per day. The poor technical condition of the surface, including numerous irregularities, rutting, and cracking, reduces traffic flow and increases infrastructure maintenance costs. Between 2020 and 2023, 42 traffic collisions were recorded on this section The absence of pedestrian-cycling paths and adequate lighting exacerbates the danger to pedestrians, particularly in the vicinity of the St. Luke’s Provincial Hospital. Furthermore, the current situation risks the transport exclusion of residents from the Nauczycielskie estate and causes significant delays in public transport operations.

The project involves the comprehensive expansion of Lwowska Street from chainage 1+555.99 to 2+803.77 along National Road 73, including the expansion of Karpacka Street. The investment will cover road surface modernisation, the construction of bus bays and modern bus shelters, and a clear segregation of vehicle, pedestrian, and bicycle traffic. An Intelligent Transport System (ITS) will be implemented to streamline traffic management and provide signal priority for public transport at intersections, enhancing its punctuality and appeal.

Research conducted in 2024 indicates that 57.5% of Tarnów residents rely on public transport for their daily commute to work and school, with reliability, safety, and accessibility being their top priorities. The modernisation of Lwowska Street will significantly improve these parameters by reducing travel times and enhancing passenger comfort. The investment will yield tangible short- and long-term benefits: increasing safety for all road users, improving traffic flow, and reducing emissions. Lwowska Street will be transformed into a modern transport corridor, providing safe and convenient access to the city’s key locations. The total value of this action is 35,371,016.77 PLN, of which 31,604,003.48 PLN is provided through grant funding.
